Cornerstone Residential Solutions was founded to help Oregon human services providers build stronger programs, improve compliance, develop confident leaders, and create service systems that support long-term success.
Led by Kevin Olayos, Founder and Principal Consultant, Cornerstone Residential Solutions provides consulting, training, quality assurance, compliance support, leadership development, and program development services for organizations serving individuals with intellectual and developmental disabilities, aging adults, behavioral health needs, and other residential support needs.
With more than 25 years of experience in Human Services, Kevin understands the challenges providers face from both a regulatory and operational perspective. His background includes direct support, residential services, program leadership, quality assurance, investigations, case management, county services, family consultation, senior care advising, and organizational consulting.
This broad experience allows Cornerstone Residential Solutions to support providers with practical, real-world solutions that are grounded in compliance, leadership, staff development, and person-centered values.
Kevin Olayos has dedicated his career to helping organizations build strong foundations for quality care, regulatory compliance, leadership development, staff training, and person-centered services.
Throughout his career, Kevin has served in leadership, compliance, quality assurance, investigation, training, case management, and consulting roles. His professional experience includes work as a Residential Director, Associate Director of Residential and Supported Living Services, Residential Manager, Program Coordinator, Case Manager, Investigator, Trainer, Quality Assurance Professional, Senior Care Advisor, and Human Services Consultant.
Kevin has worked alongside providers, families, county systems, nonprofit organizations, and behavioral health programs to improve service delivery, strengthen compliance, develop leaders, and create systems that support long-term success.
His experience also includes helping older adults and their families navigate long-term care options, residential placements, community resources, and complex service systems during important life transitions.
Most recently, Kevin has provided consulting services to Developmental Disabilities programs, Aging and People with Disabilities providers, Adult Foster Homes, Residential Treatment Facilities, and Residential Treatment Homes. His work includes licensing readiness, startup planning, operational development, quality assurance systems, compliance audits, policy and procedure development, corrective action planning, staff training, leadership development, and organizational growth.
Kevin is a graduate of the National Leadership Consortium on Developmental Disabilities Leadership Institute and Advanced Leadership Institute through the University of Delaware, where he received advanced training in leadership development, organizational systems, workforce development, person-centered practices, and systems transformation.
In addition to his leadership experience, Kevin has extensive expertise in behavioral supports and workforce development. As a former Oregon Intervention System Instructor, he spent years training professionals in crisis prevention, de-escalation, positive behavior supports, and safe intervention practices.
His background also includes Applied Behavior Analysis, Positive Practices, trauma-informed care, functional assessment, behavior support planning, staff coaching, and leadership development.
